{"id":691,"date":"2024-02-14T10:51:28","date_gmt":"2024-02-14T10:51:28","guid":{"rendered":"https:\/\/blog.fairsharing.org\/?p=691"},"modified":"2024-02-28T09:24:12","modified_gmt":"2024-02-28T09:24:12","slug":"increasing-the-alignment-of-policy-enrichment-initiatives-fairsharing-adds-mapping-to-concordat-on-open-research-data","status":"publish","type":"post","link":"https:\/\/blog.fairsharing.org\/?p=691","title":{"rendered":"Policy enrichment initiative: new mapping to Concordat on Open Research Data &#8211; A collaboration with UKRN"},"content":{"rendered":"\n<p>As previously described by both <a href=\"https:\/\/blog.fairsharing.org\/?p=451\">FAIRsharing<\/a> and the <a href=\"https:\/\/dcc.ac.uk\/blog\/fairsharing-and-dcc-collaborate-align-policy-metadata\">DCC<\/a>, FAIRsharing has a standing commitment to integrate with  community efforts around the standardisation of standard\/database\/policy metadata. We are happy to announce a third alignment, with the Concordat on Open Research Data, in partnership with <a href=\"https:\/\/www.ukrn.org\/\">UKRN<\/a>. We welcome your feedback on the <a href=\"https:\/\/doi.org\/10.5281\/zenodo.10658162\">current version of this mapping<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/fairsharing.org\/\">FAIRsharing<\/a> policy record metadata now incorporates attributes from three sources:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.ukri.org\/wp-content\/uploads\/2020\/10\/UKRI-020920-ConcordatonOpenResearchData.pdf\">Concordat on Open Research Data<\/a><\/li>\n\n\n\n<li>The<a href=\"https:\/\/doi.org\/10.5281\/zenodo.6225774\"> FAIRsFAIR FAIR Data Policy Checklist<\/a> and related <a href=\"https:\/\/doi.org\/10.5281\/zenodo.6225937\">structured policy description template<\/a>, and<\/li>\n\n\n\n<li>RDA:<a href=\"http:\/\/doi.org\/10.5334\/dsj-2020-005\"> Developing a Research Data Policy Framework for All Journals and Publishers<\/a> (referred hereafter as \u201cRDA Journal Policy Features\u201d).<\/li>\n<\/ol>\n\n\n\n<p>There are some interesting features that come as a result of this mapping. <\/p>\n\n\n\n<p><strong><em>Six attributes are common across all four resources<\/em><\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>data sharing<\/li>\n\n\n\n<li>exceptions around data sharing<\/li>\n\n\n\n<li>if policies reference\/recommend specific standards or protocols that should be adopted<\/li>\n\n\n\n<li>use of trusted digital repositories<\/li>\n\n\n\n<li>expectations around data citation<\/li>\n\n\n\n<li>if guidance, training and\/or support are provided to support compliance<\/li>\n<\/ol>\n\n\n\n<p>These attributes have been identified as being vitally important from all of these efforts, and show how relevant information about standards and databases are for policymakers.<\/p>\n\n\n\n<p><strong><em>An additional nine attributes are common across three of the four resources:<\/em><\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>policy scope<\/li>\n\n\n\n<li>research software sharing<\/li>\n\n\n\n<li>metadata sharing<\/li>\n\n\n\n<li>expectations around DMP development<\/li>\n\n\n\n<li>expectations around DAS development<\/li>\n\n\n\n<li>preferred licence types for outputs<\/li>\n\n\n\n<li>expectations around data preservation<\/li>\n\n\n\n<li>supported costs for RDM and making data FAIR<\/li>\n\n\n\n<li>monitoring of policy compliance<\/li>\n<\/ol>\n\n\n\n<p><strong><em>Coverage of each resource within FAIRsharing<\/em><\/strong><\/p>\n\n\n\n<p>FAIRsharing provides 85% (11\/13 items) coverage for the RDA Journal Policy Features, 52% (11\/21) coverage for the Concordat, and 83% (30\/36) coverage of the FAIRsFAIR FAIR data policy checklist. In general, the items missing in FAIRsharing were deliberately excluded as not being in scope for this resource (e.g. &#8220;definition of data provided&#8221;) or too generic to create a meaningful metadata field within the registry (e.g. &#8220;Institutions should demonstrate a long-term commitment to open data&#8221;).<\/p>\n\n\n\n<p>This work highlights the features of data* policies that are most important to the RDM community, and shows where policymakers who are updating or creating new policies should focus their efforts. Initiatives such as the <a href=\"https:\/\/www.ukrn.org\/activities\/star\/\">UKRN STAR Project<\/a> will complement this by highlighting how institutions have implemented sustainable arrangements for open research data, where they have found that straightforward and where it has been more challenging.<\/p>\n\n\n\n<p>(*) Where data is used to as a general term for datasets, software, materials and other digital research objects.<\/p>\n\n\n\n<p><strong><em>Further Reading<\/em><\/strong><\/p>\n\n\n\n<p>Lister, A., &amp; Davidson, J.
